ECONOMIC SELF-SUFFICIENCY (ESS)
Our programs provide low- and moderate- income families of the Denver area with resources, case management, and education to become economically self-sufficient.

DHA is a HUD-Approved Housing Counseling Agency and an approved provider of Colorado Housing and Finance Authority's (CHFA) Pre-Purchase Homebuyer Education. We also provide post-purchase homeownership counseling, and foreclosure prevention counseling and case management.
FSS (Family Self-Sufficiency) is a 5 year program designed to help participants achieve economic self-sufficiency. DHA has provided the FSS program for over 20 years and during that time participants have earned over three million dollars!
The goal of FSS is to encourage economic self-sufficiency through employment. When a resident enters the program they sign a Contract of Participation which denotes their current income and rent. When a participant’s rent increases above this amount due to an increase in earned income, most of that difference is deposited into an escrow account.
FSS Advisors provide case management, referrals, and financial fitness services for low-income families living in Section 8 or Public Housing residents. FSS Advisors monitor participant achievements and goals and provide guidance to help them continue to progress towards self-sufficiency. Participants in the program must attain certain goals to graduate the program and “cash-out” the funds in their escrow.
Over 400 residents have completed the program and cashed out escrow funds.
Several participants have earned over $35,000 in their FSS escrow account!
In 2018, 152 FSS program participants increased their earned income over $1,550,000!
DHA’s Homeownership Program is free to DHA residents and also offers services to the public in homebuyer education, housing counseling, foreclosure prevention, and cash incentives for attending Homeownership program sponsored classes.
DHA's Homeownership Program has many resources available to provide financial assistance to residents who are purchasing a home. These resources are based on need and can include:

Down Payment Assistance
Closing Costs Assistance
Matching Savings Account
Family Self Sufficiency Escrow Account
With the assistance of the Homeownership Program, over 225 DHA residents have become home owners.
Since 2010, 81% of DHA’s FSS graduates have moved out of subsidized housing.
